DMS Summary 'Last Updated' value does not match Feeder Load Summary 'Update Time' for some feeders

Generally, it is expected that the DMS Summary 'Update Time' matches the Feeder Load Summary 'date/time'. However, in our test environment, some feeders match, some don't match, and some show a blank value.

The timestamp should be consistent across the system

The issue can be reproduced at will with the following steps:
1. Login to web workspace with full operations plus switching privileges
2. Open DMS Summary and select a feeder and note down the timestamp in Last Updated column
3. Open FLM tool for the feeder selected in step (2) and observe the timestamp in real time flm row
4. Open balloon dialog for a device on the feeder and observe the timestamp in Power Flow Results tab (bottom right corner)
5. Observe DMS Summary timestamp in step (2) is matching to other two in steps (3) and (4)
6. Open the selected device using control tool. Wait till the power flow resolves

Expected Result:
Once the power flow resolves, FLM tool enables Updates Available button at the bottom right corner and DMS Summary enables Refresh button in its tool bar and after updating FLM tool and Refreshing DMS Summary the times stamps in all three tools should match again.

Current Result:
Once the power flow resolves, FLM tool enables Updates Available button at the bottom right corner but DMS Summary doesn't enable the Refresh button in its tool bar and thereby the data in FLM tool and Refreshing DMS Summary not matching.
