Docgen Utility Throws Error "Report definition not found" (Doc ID 2913605.1)

Scenario:

user has installed a new version of Oracle Business Intelligence Publisher (BIP) as part of an upgrade from older version to 12.2.1.4
the version of Billing and Revenue Management has also been upgraded to 12 patch set 6
after the install and all necessary configurations, while running Docgen utility to generate invoices, there is an error
the same is working fine in another environment where the same installation has been performed
