Cartridges Deployment Stuck And Refresh Cache Never Finish

Goal
We are creating the new environment for OSM upgrade to version 7.4.1.0.5 and we are facing issues during deployments and refresh cache. Both activities never finish and during the execution we are getting the following every some minutes. This log is from SIT environment (weblogic cluster with one member) but we can see it also in DEV.
