Requirement Screen Crashes When Other Requirements Exist (Doc ID 2914433.1)

Symptoms

On : 11.3.1.14 version, Requirements

When attempting to create a Requirement when at least one Requirement exists, the following message is reported:

The issue can be reproduced at will with the following steps:
1. Create one Requirement.
2. Open Requirement Screen.

OR

1. Go to Application Number #####.
2. Click Requirements.
