ACTUAL BEHAVIOR
---------------
In Billing Care (BC), the reseller account (non-paying parent) is showed as "Paid by" account instead of partner account (paying parent) in the child account

In a three level hierarchy, the partner account (paying parent) has reseller account as child (non-paying), and the reseller has 2 child accounts. The third level child accounts are paid by the partner and not the reseller. However, it is incorrectly displayed in BC, the child account shows reseller as paying account instead of partner.

EXPECTED BEHAVIOR
-----------------------
The child account should show partner as paying account

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create Partner Account (this is the paying parent account)
2. Create child Reseller Account using opcode PCM_OP_CUST_COMMIT_CUSTOMER, and using Partner account's billinfo for PIN_FLD_PARENT_BILLINFO_OBJ and PIN_FLD_AR_BILLINFO_OBJ
3. Create non-paying child BME Account using opcode PCM_OP_CUST_COMMIT_CUSTOMER, and using Partner account's billinfo for PIN_FLD_AR_BILLINFO_OBJ and Reseller's billinfo for PIN_FLD_PARENT_BILLINFO_OBJ
4. Check BC and see that the BME account is showing "Paid by" Reseller account instead of Partner account.
