Goal

An operation is setup with primary (P1) and alternate (A1) resources. The primary resource (P1) has a downtime event during the planning horizon and is not available for scheduling. Production Scheduling (PS) solver doesn't offload operation to the alternate resource (A1) rather schedules the operation on the primary resource at the end of the planning horizon. Why is PS not offloading operation to the alternate resource when primary resource is not available?
