File Manager Purge Not Working After System Refresh

File manager purge not working after system refresh. When a folder is deleted the folder does not move to the purge folder but remains in the agilevault folder.
Expect folder to go to purge folder after being deleted.
The issue can be reproduced at will with the following steps:
1. Setup Purge Vault as follows:
a.) Login to Java Client under Admin > User Settings > Locations
File Manager: http://.com:8080/Filemgr/AttachmentServlet
Primary file server Yes
Standard Primary Vault D:\agilevalut D:\agilevault\purge Read-Write
2. Login to Webclient
3. Delete FOLDER
4. Go to Agile server and locate the purge folder on the D:\agilevault\purge
5. A new Purge Folder was not created
