The tax Exemption Bill Factor list does not populate on the search screen in Redwood

Actual Result:

1. Redwood- the list of bill factors does not populate.
2. Bill factor type in Redwood is “Regular” and in Grayscale is “Time of Use” for SA first time to add a tax exemption

Expected Result:

1. Redwood - When the user adds tax exemption to a SA in redwood, the user can search the Bill Factors by clicking the search icon and the list of qualified bill factors should be populated
2. Bill factor type in Redwood and Grayscale should be the same.

1. Search for the Bill Factor -- Bill Factor Type is Time Of Use -- tax Exemption Bill Factor list does not populate

2. Search for the Bill Factor -- Bill Factor Type is Regular -- tax Exemption Bill Factor list shown
