Validation Error with System Level Discount Bundle in PDC (Doc ID 2916833.1)

The following error happens when a new discount offer (that is included in a bundle) at system level is created or imported:

Pricing Designer Center (PDC) and Billing and Revenue Management (BRM) are upgraded from 12 Patch Set (PS) 4 to 12 PS 7.
