OUTA Tool Missing Libraries and Data Import

1. According with the documentation, CoreUTAOps library is not available, it contains skipStep function
2. Some documentation suggests that the user could create their own custom libraries.We cannot create. what kind of permission is needed?
3 We cannot import test data using csv. How can we do it? Do you have any documentation?
