First Usage Notifications Generated Twice for Same Subscriber (Doc ID 2917274.1)

Symptoms

ACTUAL BEHAVIOR
------------------------
First Usage notifications are generated twice for the same subscriber, one with MSISDN+IMSI, the other one with only MSISDN.

1. Here, first Notification for both MSISDN and IMSI (Eg: 2222222222222 & 111111111111111).


EXPECTED BEHAVIOR
-----------------------
Only one First Usage Notification should be generated.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Subscriber
2. Purchase Travel Pack
3. Start First Usage

Abbreviations: 
IMSI - International Mobile Subscriber Identity
MSISDN - Mobile Station Integrated Services Digital Network
ECS - Elastic Charging Server
