Symptoms

ACTUAL BEHAVIOR
---------------

The seagull tool returns Granted-Service-Unit (GSU) as “10098728”, while the balance cache reserves the “10137600” amount from the bucket.
What basis GSU is coming as “10098728” and why it reserved “10137600” amount from ece cache?

In this case, GSU is not aligned with Active Reservation, Active Reservation > GSU which is not correct.

EXPECTED BEHAVIOR
-----------------------
GSU should aligned with Active reservation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

This issue happens when Final-Unit-Indicator (FUI) flag is set.
Below is the sequence in which the update request is being passed

1. Using Seagull, Initiate/pass Spending-Limit-Request (SLR).

2. Initiate Credit-Control-Requests CCR-Initial Request followed by CCR-Update requests and consume the balances so that ECE respond with Final-Unit-Indicator (FUI) set

3. Verify if GSU is not aligning with the Balance cache reservation when FUI is set.
