RP Users Receive 'Error:Failed To Authenticate The User Details' Message After WebSphere Fix Pack 22 Deployment (Doc ID 2917441.1)

Symptoms

On : 11.3.0.27 version, Security

Starting 10/14/22, all users (ex admin) are unable to login to the Rules Palette application.
Admin attempted to setup a new RP connection from the affected user workstation and was successful using the Admin credentials.
Their IT team had patched the application server (WebSphere) on (10/13/22) where the PaletteConfig app was deployed.

When the users attempt to login, the following message is reported:

The issue can be reproduced at will with the following steps:
1. Launch Rules Palette.
2. Attempt to login.
