As per the Billing and Revenue Management (BRM) 12 Patch Set (PS) 7 release notes, "Credit Limit Improvements for Billing Hierarchies" is delivered to support the real-time credit limit vetting for large hierarchies.

However in the Release Notes, it is not clarified if the pin_monitor_balance dependency is removed to support real-time monitor updates.

Here the requirement is to update the /balance_group/monitor for the /group/sharing/monitor owner in real-time removing the dependency of pin_monitor_balance. Here customer is not using Oracle Communications Elastic Charging Engine (ECE), though they want to leverage the new feature to update the /balance_group/monitor in real-time (removing the asynchronous dependency of pin_monitor_balance).
