PDC Publish Is Failing With RAC DB (Doc ID 2918982.1)

Goal

One user has cloned their existing production data into Real Application Clusters (RAC) Database (DB) and has started Pricing Design Center (PDC). With RAC DB and while publishing the config data to Elastic Charging Engine (ECE), the below error returned:

STEPS:
----------------
1. On PDC 12.0.0.4.0 Version Cloud Native Deployment (CNE), clone existing data into RAC Database
2. Publish the config data from PDC to ECE using below command
    ./ImportExportPricing -publish config -target ece
3. Check the ImportExport.log and PricingAppServer.log to see if it throws the mentioned Exception
