Unable To Add Sup_Traits To 10 Digit Supplier (Doc ID 2919913.1)

ACTUAL BEHAVIOR

RMS application is not allowing to add sup_traits to 10-digit suppliers.

If the supplier length is less than 10 digits RMS application is allowed to add sup_traits.

EXPECTED BEHAVIOR
-----------------------
The system should allow adding sup_traits to the 10-digit suppliers.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create a supplier and supplier site in RMS
2) Supplier site should be 10 digit number
3) Create sup_traits
4) Goto manage supplier option.
5) Click on the supplier site
6) Goto more actions and click on Supp traits
7) Supplier traits window will open and try to add supp traits
8) Detailed screenshots added in the attachments with server logs
