Events Created Using "Create Predicted Outage" Action are not Consuming Downstream PDOs Or PSOs (Doc ID 2920041.1)

Symptoms

On : 2.5.0.1.0 version,

When creating a predicted outage through the Create Event form, downstream PDOs or PSOs are not being consumed.

Notes: The CreateEventCommand has 'groupable' flag. The default value is 0 which would create non-groupable events and they would not consume downstream events. Setting that parameter to 1 would make events created by Create Event tool groupable.

When the groupable flag is set to 1, manually created predicted outages should consume downstream PDO's and PSO's.
Operators noticed that this was not happening.


1) Enter a (No Lights) call on two different Service Points
2) Go upstream to the Fuse and Create a PDO with Create Event
3) Notice the Customer Calls did not roll to the Fuse
