EBS-PS: PS Solver Doesn't Assign an Actual Resource To a Work Order Operation in Work Order Editor (Doc ID 2920089.1)

Symptoms

When user changes planned resource set and set offloading flag to NO in work order editor, solving the model does not assign/populate actual resource set and actual resource in work order editor.

The issue can be reproduced at will with the following steps:
1. Open and solve PS model
2. Navigate to work order XXXX in work order editor - Bill of Resource Tab and change the resource set and set offloading to NO
3. Solve the model
4. Review work order XXXX in work order editor - Navigate to bill of resource tab and observe actual resource set and actual resource are blank
