AG Service is Not Picking Up a Case For Report Scheduling When Locked by User (Doc ID 2921511.1)

Goal

Observed that if a case is kept open by a user after it got routed to the Distribution workflow state, then the AG service is not picking the case for report scheduling.

Once the case is closed from the user end, AG service is picking the case for report scheduling. This behaviour is observed in both production and non-production environment.
