Performance Degradation with View "wf_SIL_HCD_W_HCD_ENC_CHARGE_F" after OHF 8.2 Upgrade

Expected the performance to be better of equal prior to the upgrade.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to OHF 8.2 on Prod environment.
2. Test the issue by running few workflows like "wf_SIL_HCD_W_HCD_ENC_CHARGE_F".
3. Noticed significant performance deviations
