When user checkin file in a file folder object on pending change, folder version will not be reverted when change is canceled.

The issue can be reproduced with the following steps:
    1. Open a browser and Launch Agile PLM Web Client using url http://{server_name}.{domain_name}:{port}/Agile/PLMServlet
    2. Login to Agile Web Client
    3. Create a document object and add file attachments
    4. Select Folder version to LATEST from drop down
    5. Create a change against document object and release the change
    6. Create another change against document,  checkout and checkin the file attachment on pending revision
    7. File Folder version will increase
    8. Cancel the pending change and open another change against the same document
    9. Pending revision does not exist in the Rev list of item. But File Folder version is showing latest File Folder version which is created by canceled change.
