As per existing functionality,Charging Function (CHF) retries Network Repository Function (NRF) heartbeat in case of NRF connectivity issues. Number of retries is defined in nrfHeartBeatRetryCount

Customer is expecting CHF need to have an option to perform heart beat retry until the link comes up, so that CHF automatically recovers once NRF link is up.
