5G CHF CDRFormatter CDR Generation | Sequence Number Is Incorrectly Generated (Doc ID 2925916.1)

Symptoms

In a customer environment, the sequence number in the Call Detail Record (CDR) filename is duplicated and could see two times the file name is ending with sequence number '3'

Steps to reproduce:

1. Set maxcdrCount to 10 in the Elastic Charging Engine (ECE) override.yaml file for testing purposes.
2. Successfully process 30 CDRs
3. CDRs were imported into the ECE DataBase.
4. Observed duplicate sequence number in the cdr directory
