Symptoms

When a user tries to create a Material Declaration (Part Level), the system throws an error that the Item cannot be added to the Declaration as the
compliance is owned by the "Part Family".

Error "Part <Part Number> cannot be added to declaration since it is associated with Part groups <Commodity Code Name>
