ACTUAL BEHAVIOR

HDR ignores side effect configuration for AssignedEntityDevice versioning the object even though CREATE_IF is specified.


EXPECTED BEHAVIOR
-----------------------
It would be expected for HDR to version the object for side effect configuration for AssignedEntityDevice.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Attempt to Execute the program.
2. Look at the OHF_HDR_ASSIGNED_ACTOR table growing, with the relevant object's version number increasing.
