Error "The service on local computer started and then stopped" When Attempting to Restart the Primavera Contract Management Service Deployed on WebLogic 12c (Doc ID 2928201.1)

Symptoms

When attempting to restart the Primavera Contract Management service, the following Windows error occurs.

The service on local computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.

The following exceptions are found in the <weblogic home>\user_projects\domains\<CM domain>\servers\AdminServer\logs\AdminServer.log file:

<ERROR - DatabaseMgrDAO..executeQuery() Exception :>
<ERROR - LogonSessionBean.authenticate java.lang.NullPointerException>
<ERROR - ProjectSessionBean. Exception: java.lang.NullPointerException>
<ERROR - DBGroup.InitializerException:>

The WebLogic Server starts normally when run from the startWebLogic.cmd file.  The WebLogic Administration application is available and the Primavera Contract Management login screen is available, but users cannot login.

Changes

 The WebLogic Server environment was upgraded from 11g to 12c.
