Symptoms
When attempting to Create or Update any Cost transaction in a particular workspace a Rules item pops up an error/warning similar to the following:

Your total commits (name of BP(s)/Status(es)) Cannot exceed your Current Approved Budget. Please use the WBS identifier to check your Current Budget.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into the environment
- Go to the Shell
- Go to the Cost Manager node
- Go to Cost Sheet sub node
- Find Project
- Go to line with the issue:
For example
- Baseline Budget (a)$4.053.000
- Approved Changes (b)$377.967.56
- Sum of (a;b)$4.430.967.56
- Approved Transfers(c)- $4.430.967.56
- YYYY Budget revision Preliminary $0
- Current approved Budget (a+b+c+d) $0
7. Getting the error: Your total commits (name of BP(s)/Status(es)) cannot exceed your Current Approved Budget. Please use the WBS identifier to check your Current Budget against your Total Commits
In this example the Rules item that is in place should not be popping up the error/warning because the amount calculated by the Data Expression does not exceed the amount calculated by the Limit Expression.
