Intermittent: No Attachment Received for Scheduled UDR Even Though Auto-Mail as Attachment to Users and Groups Selected

Symptoms
When a User-Defined Report (UDR) has been Scheduled, and the Auto-mail as an attachment to Users and Groups is enabled:
ACTUAL BEHAVIOR
---------------
The attachment is intermittently missing in the system generated e-mail for the Scheduled UDR sent to the user(s)/group(s).
EXPECTED BEHAVIOR
-----------------------
The attachment should be included with the e-mail for the Scheduled UDR sent to the user(s)/group(s).
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Login Unifier
- Open Company Workspace
- Navigate to Template
- Grant the permission, and check Auto-mail as attachment to users and groups under schedule tab
- Update the shells with this template
- Notice despite being the same user, sometimes the recipient is an email address and sometimes a user name. If the recipient is an email address, you can also check that there is no attached file.
