Non-NFC Normalized Folder Name Problems Despite Store.allowbadmailbox Being Set

Goal
When "store.allowbadmailbox" has been set the server accepts "denormalized" folder names in IMAP-mailbox-name encoding (aka MUTF7).
If "UTF8=ACCEPT" capability has been enabled and the UTF8 versions of the "denormalized" folder names are used then the server returns "IMAP mailbox name contains invalid or denormalized encoding" as if "store.allowbadmailbox" was not set.
Is the UTF8 behavior expected or a bug?
