Do We Have Process To Integrate Obligation In V16 (Doc ID 2929776.1)

Goal

We need to integrate obligations from legacy system.
In version(V16) we don't see any option to integrate obligations ,where as we found Obligation webservice available as part of V19.

Request to provide the obligation API for V16 also.
