Wrong Products Status In ECE After Transition Inactive To Active (Doc ID 2929891.1)

After transition INACTIVE to ACTIVE, all the products and discounts should have the same status as they had before the subscriber went to an INACTIVE state in both Elastic Charging Engine (ECE) and Billing and Revenue Management (BRM).

Steps to reproduce:

The issue can be reproduced at will with the following steps:
1. Create a subscriber in state ACTIVE;
2. Add money in order to purchase a bundle;
3. Purchase a normal bundle with recurring;
3. Move pvm time to the next recurrence;
4. Run pin_billd -> the recurrence will fail because no enough money(the recurring component will be ACTIVE(status = 1) and the usage components will be INACTIVE (status = 2))
5. Change the state of the subscriber from ACTIVE to INACTIVE(all the products and discounts will be INACTIVE (status = 2))
6. Activate the account by a recharge;
  -> In this moment -> all the usage components are INACTIVE in BRM; -> (as expected)
  -> All the recurring components are ACTIVE in BRM; -> (as expected)
  -> All the components (recurring and usage) are ACTIVE in ECE -> (Not expected).
