When Creating New Projects With Shell Templates, Not All BPs (Business Process) Are Visible To Non-coadmin Users in BP Setup

ACTUAL BEHAVIOR

When a new Project is created from a Project Template (example "Project created from Template") the new project that is created will display all BPs (Business Processes) in Setup for the Company Administrator. But for a non coadmin user , they are unable to see all the BPs.
EXPECTED BEHAVIOR
------------------------------
When creating new Projects with the shell template, the created project should display all Business Processes for all users.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into the Unifier environment as coadmin
- Navigate to Company Workspace > Admin Mode > Company Sponsored Shells > Projects > open the problem Project A.
- Select Setup > Business Processes > There are several BP listed here.
- Log out and log back in as user account > Company Sponsored Shells > Admin Mode > Projects > Select and open Project A > Setup > Business Processes > There are no BP listed here which is not correct.
- While still logged in as same user open Project A with a new tab > Admin Mode > Business Process > all BP listed here.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, non coadmin users do not see expected number of BPs in newly created Projects under company workspace, where as coadmin sees the expected quantity of BPs.
