Page Height is Unreasonable For The HTML Format UDR (Doc ID 2930082.1)

Symptoms

ACTUAL BEHAVIOR
----------------------
The same UDR shows 12 records in one page if the UDR format is PDF, but it shows only 2 records in one page if the UDR format is html.
 
STEPS TO REPRODUCE
----------------------

  1. Go to the specific UDR report.
  2.  Add all columns to the report.
  3.  Edit this UDR, and go to Layout, select "Unlimited", Orientation:Landscape. Then click OK to save the changes.
  4.  Run the UDR as html format, you will see there are only 2 records in one page.
  5.  Run the same UDR as pdf format, there are 12 records in one page which is the correct result.

EXPECTED BEHAVIOR
-----------------------
There should be about 12 record in one page for the UDR. Only 2 records in one page is very unreasonable.
