Term aid is not reducing when Fund Acceptance is completed

Fund acceptance messages that reduce the accepted Direct Loans amounts for Fall and Spring are reducing the Spring Direct Loans, but they are not reducing the Fall Direct Loans. The Fund Acceptance message is received by SFP reflecting the new accepted amount for both Fall and Spring, but only the Spring aid is reducing. Per regulations, when a student is using Direct Loans in Fall and Spring terms, they must remain equal. The Fall Direct Loans need to also reduce to the new accepted amount, but it is not doing so.

Why are only Spring Direct Loans reducing then a new fund acceptance is submitted for both Fall and Spring?

When fund acceptance values are changed, both active terms should be adjusted accordingly.

The issue can be reproduced at will with the following steps:
1. Load student files and disburse funds
2. Accept funds initially at one amount
3. Accept funds again at a different amount

The issue has the following business impact:
Due to this issue, funds are not returned for the Fall term.
