ACTUAL BEHAVIOR

New MPN doesn't become active for current award year after previously linked MPN is Inactive\Expired

Student has an MPN in SFP that expired. Prior to the expired date, the MPN was linked to their 21-22 and 22-23 Unsubsidized Loan. After the expiration date, the MPN became Inactive. The Inactive MPN does not allow the "Title IV loan disbursement has a signed MPN" disbursement criteria to change to Met status. This student submitted a new MPN since the original MPN expired. The new MPN is not clearing the disbursement criteria for 22-23 year. 


The only option is to manually clear these disbursement criteria, but we are finding more and more students like this. Students whose MPN is already linked to 22-23 but expired before 22-23 began are having to be manually overridden since submitted a new MPN does not link to SFP to clear the disbursement criteria.

Why doesn't SFP clear the disbursement criteria when a new MPN is submitted?

New MPN should replace the expired MPN.

The issue can be reproduced at will with the following steps:
1. Load student files including expired MPNs and new MPN

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, prevents Title IV funds from being awarded and disbursed.
