HTTPGateway Open Cdr Is Not Done For Change Of Charging Conditions Trigger USER_LOCATION_CHANGE (Doc ID 2930618.1)

Symptoms

On : 12.0.0.4.8 version, Diameter Gateway

ACTUAL BEHAVIOR
---------------
As per 3GPP for every trigger which has categorized as Change of Charging condition should result in opening CDR. While testing it is observed that Used-Service-Units (USU) with User location change is combined with other used unit containers which comes after it.


EXPECTED BEHAVIOR
-----------------------
The used units getting reported as a part of the trigger change is not getting aggregated with the prior location.

The issue can be reproduced at will with the following steps:
1) For session id 1-ff9169f9
