Problem With ISO2022 Payments after db upgrade in TF (Doc ID 2930834.1)

Steps to reproduce :

Step 1 :Send ISO payment.

Step 2 :Check the payment is stored in (fsi_rt_raw_data).

Step 3 :Check the alert must be generated but there is no record in the table fsi_rt_alerts.

Step 4 :The payments can not visualize in the FCCM.

User encountered issue with ISO Payments

Issue happens if we use double quote in the message.

It works with and old version of the database (19.14.0.0 works property), (19.18.0.0 does not work).
