Symptoms

ACTUAL BEHAVIOR
---------------
Attachments tab has dot indicator even though attachments are not available on the all the PPM (Program, Phase, Task, Gate and Milestone) objects.

EXPECTED BEHAVIOR
-----------------------
Attachments tab should not have dot indicator if there are no attachments 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create any PPM object.(Program, Phase, Gate, Task and Milestone)
2. Add attachments.
3. Click on “Save As” from Action Menu.
4. New object shows dot on Attachments tab but there are no attachments
