Cut-off admin Screen Is Not Working as expected (Doc ID 2931265.1)

Symptoms

Steps to Reproduce the issue:
1.Access application as admin
2. Go to Cut-off Time configuration screen
3. Try to add a new Cut-off time entry

Expected behavior:
New cut-off time entry to be added to the list if it is not there in the cut-off time list

Actual Behavior:
Even the adding record is not available, we are getting an error message "Duplicate Records"
