OC Reports Stay At 'SUBMIT_TO_RS' Status (When Users Password Contains 'Space').

Symptoms
1)
OC Reports stay at 'SUBMIT_TO_RS' status if the users 'password' contains a space (e.g. users password is 'A Z').
2)
Reports Queue Manager > [Past Jobs]:
Job appears with red x in 'Job Status' column. When clicking on 'red x' then below message is seen:
Error
The report terminated with error:
REP-56048: Engine rwEng-0 crashed., job Id: xx.
The report terminated with error:
REP-56048: Engine rwEng-0 crashed., job Id: xx.
3)
Underlying Reports Server log files (located on the Application Server in the 'C:\Oracle\Middleware\Oracle_Home\user_projects\domains\FRDomain\servers\<REPORT_SERVER>\logs' folder):
- rwserver_diagnostic.log
- rwEng-0_diagnostic.log
- <ReportServer>.out
contain below error:
Caused by: java.net.ConnectException: Connection refused: connect
