RMS V19 DB Tier Installation ERROR: "Restart state appears to be for a different patch then the current patch"

On : 19.0 version, Installation
RMS v19 Database tier Installation issue
Attempted to create a fresh install for RMS v19.0.0 on premise and encountered an error while running database schema installation.
While searching for the error found the below MOS Note (Doc ID 2756997.1) and understood that its a known bug (Bug Id: 31505166) for v19 RMS.
As per Note attempted to apply the patch (31505166) and got the below error:-
$ ./orpatch apply -s $RETAIL_HOME/stage/31505166
11:06:27 02/07/2023 Patch PATCH_31505166 for product RMS,RFM (IncrementalReplace)
11:06:27 02/07/2023 Attempting to load restart state file: /s01/app/oracle/admin/rms_db_home/orpatch/logs/orpatch_restart.state
11:06:27 02/07/2023 ERROR: Restart state appears to be for a different patch then the current patch
11:06:27 02/07/2023 Restart State Patch is MOM_19_0_001_0_8 - Current patch is PATCH_31505166
11:06:27 02/07/2023 Remove /s01/app/oracle/admin/rms_db_home/orpatch/logs/orpatch_restart.state to force orpatch to start a new session
11:06:27 02/07/2023 Load of orpatch restart state failed, aborting
The orpatch_restart.state is holding the details of the failed RMS Database Schema Installer session.
