ECE Releases Consumed Reservation Back Which Is Causing Increase In Data Balance (Doc ID 2932562.1)

ACTUAL BEHAVIOR
---------------
ECE releases consumed reservation back which is causing increase in data balance once the top up is made. This issue is observed when the Network sends a Credit Control-Update-Request (CCR-U) without a Used-Service-Unit (USU) post a Re-Authorization-Request (RAR), after a Top-up for example.
 
EXPECTED BEHAVIOR

Consumed reservation should not be released.

STEPS:
----------------------
1. Create customer with some data balance.
2. Send multiple Credit-Control-Update requests and exhaust the data balance such that quantum of data is remaining and Final-Unit-Indicator (FUI) is sent.
3. Do a Top-up and Initiate a new session
4. Verify if the last quantum which was consumed previously is getting released and ECE is authorizing the same which has already been consumed.
