Customer screening HMT list failed to download

Steps to reproduce:
Step1: Login EDQ server cosole
Step2: Click on Watchlist download job
Step3: Verify the download status.

Expected result: Download for configured watchlist has to completed without any issues.

Actual result: HMT watchlist download was failing with below error in main0.log
INFO: 28-Feb-2023 07:17:10: [EDQ-05802] Download task Download HMT - CONS starting to download from to HMT/sanctionsconlist.csv
SEVERE: 28-Feb-2023 07:17:12: [EDQ-05805] An I/O error occurred during download: Failed to fetch - code 404 (The specified blob does not exist.) Failed to fetch - code 404 (The specified blob does not exist.)
