Symptoms
Payment batches should be marked as Error, if no payment hierarchy found.
ERROR

API Error Message: "ERROR", Status Details: No Account Found for given Payment Hierarchy."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process a payment with closed account using Payment Hierarchy
2. Verify the payment is failed with below response.
"No Account Found for given Payment Hierarchy"
3. Verify the payment batch in the payment maintenance screen.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, end of the day payment batch is failing with errors
