Locale Validation Fails While Creating Customer (Doc ID 2933212.1)

Symptoms

When attempting to create a customer with new locale "sk", "et" or "ro", the validation of locale fails and the following error occurs:

STEPS

The issue can be reproduced at will with the following steps:

1. Add the locales to locale_descr.en_US
2. Load the configuration object using load_localized_strings
3. Create new customer using new locale
