Symptoms

ACTUAL BEHAVIOR

Rate change posted in error for every active line account 

EXPECTED BEHAVIOR
-----------------------
System shouldn't process rate change for line accounts

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process a new line account

2. Verify the account is boarded

3. Then verify the rate details for the account.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, system posted incorrect rate change on line accounts
