Inconsistent Reservations Against Buckets with Future Expiry Dates and Future Start Dates (Doc ID 2936130.1)

Symptoms

On Oracle Communications Network Charging and Control (OCNCC or NCC) versions 12.0.2.0 to 12.0.5.0, inclusive, there is a bug with which buckets are considered "valid" when placing the initial reservations on the Voucher Wallet Servers (VWS).

Specifically:

The first point does not cause any errors or alarms and only observed when usage/charged amounts do not match what was/is available in a bucket/balance type.

The second will cause the following alarms to be thrown by beVWARS:

beVWARS: [ID 953149 user.warning] beVWARS(25157) WARNING: Invalid data in be::Protocol Message: be VWARS RuntimeError: Handler error: DataError: Field 'VAL ' has a bad value (<VALUE>)
beVWARS: [ID 675952 user.error] beVWARS(22773) ERROR: No context for message dialog: [clientId <ID>, clientMsgId <ID>]
beVWARS: [ID 675952 user.error] beVWARS(22773) ERROR: Protocol exception message returned when using the handler: [clientId <ID>, clientMsgId <ID>]
beVWARS: [ID 675952 user.error] beVWARS(22773) ERROR: Communications Exception: Message sequence error: CR Request without IR Request:
