Inconsistent Reservations Against Buckets with Future Expiry Dates and Future Start Dates

Symptoms
On Oracle Communications Network Charging and Control (OCNCC or NCC) versions 12.0.2.0 to 12.0.5.0, inclusive, there is a bug with which buckets are considered "valid" when placing the initial reservations on the Voucher Wallet Servers (VWS).
Specifically:
- Buckets with expiry dates shortly in the future are not considered for the initial reservation
- Buckets with start dates shortly in the future are considered for the initial reservation
The first point does not cause any errors or alarms and only observed when usage/charged amounts do not match what was/is available in a bucket/balance type.
The second will cause the following alarms to be thrown by beVWARS:
