Account Creation Fails With Wholesale Billing Enabled (Doc ID 2936467.1)

Symptoms

Account creation fails when Pin Virtual Time (PVT) is greater than actg_next_t of paying billinfo.

Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Selected paying billinfo having actg_cycle_dom = 26 and actg_next_t = 26th December with wholesale billing enabled for all accounts.
2. Changed PVT to 26-Dec-2022 8am onwards
3. Called PCM_OP_CUST_COMMIT_CUSTOMER opcode to create service account under this paying billinfo which resulted in following error
