Promote To Case Is Not Happening for CS Alerts (Doc ID 2936619.1)

Symptoms

User reported issue that promote to case is not working for below scenario.

Steps to reproduce :

Step 1 : Open CS alerts

Step 2 : Change the status to promote to case for the pending review alerts.

Step 3 : Check if the status is changed and case is created.

Issue Encountered :

When taking the action promote to case from pending review status,

1. Case is not getting created.

2. Alert status is remaining as Pending review.

We can see the below error in UMMService.log

[13-03-23 06:07:12,417 GMT AM] [ERROR] [WEB] [UMM] [NA] [LOGGER] ORA-01400: cannot insert NULL into ("OFSAAFCCM"."FCC_PRECASE_CASE_MAP"."V_JURISDICTION_CD")
java.sql.SQLIntegrityConstraintViolationException: ORA-01400: cannot insert NULL into ("OFSAAFCCM"."FCC_PRECASE_CASE_MAP"."V_JURISDICTION_CD")
