After Upgrade - Request MSCTPTK Generate Trading Partner Keys - is Long Running and then Errors ORA-01652: unable to extend temp segment by 128 in tablespace TEMP2 (Doc ID 2937115.1)

Symptoms

After upgrade to 12.2.11 from 12.2.4 - the request Generate Trading Partner Keys runs long and fails after 3-5 hours.

Cause: FDPSTP failed due to ORA-01652: unable to extend temp segment by 128 in tablespace TEMP2
ORA-06512: at "APPS.MSC_CL_SETUP_ODS_LOAD", line 5463
ORA-06512: at "APPS.MSC_CL_SETUP_ODS_LOAD", line 5212

ANALYSIS
1. Ran request Gather Table Stats for MSC_TP_ID_LID, MSC_TP_SITE_ID_LID
2. DBA confirmed that tablespace TEMP2 has 600 GB
3. Ran Advanced Supply Chain Planner (R) / Data Collections / Oracle Systems / Standard Data Collections -- it failed after Generate Trading Partner Keys ran for 5 hrs

Also tested:
When profile MSC:Collection Window for Trading Partners = 20, so program only processes changes to Trading Partner data for the last 20 days, Data Collections process completed without error
But when profile is set back to our standard setting of 0, which will collect ALL trading partner information, then it consumed all TEMP space and errors again.

 Upgraded from 12.2.4 to 12.2.11
